En la investigación se realizó un estudio de las perspectivas y normatividad
sobre descentralización, proceso que en las últimas décadas en nuestro
país, reviste particular importancia, en el entendimiento que desde los
Gobiernos Regionales y las Municipalidades, premunidos de competencias
y autonomía, es posible mejorar la gestión y por ende la calidad de vida de
la ciudadanía. El estudio estuvo orientado por una perspectiva
metodológica pluriprocedimental, interrelacionándose métodos lógicos,
cualitativos, cuantitativos, teóricos, abstractos, etc.; en materia de técnicas
de recolección, se utilizó la técnica del cuestionario, en su modalidad de
encuesta, que permitió auscultar la perspectiva de autoridades de diversos
niveles subnacionales de poder. La finalidad capital del trabajo, estuvo
centrada en la interpretación comparada de la normatividad sobre
descentralización, utilizando criterios como: rango normativo, objeto y
finalidad y la regulación de aspectos específicos. Entre las conclusiones se
destacan, que el proceso de descentralización cuenta con las bases
normativas: reforma constitucional, leyes orgánicas, leyes marco, decretos
legislativos, reglamentos, para su implementación e implantación. Sin
embargo, en el campo de las políticas públicas y de las nuevas formas de
gestión, deviene en perentorio analizar y evaluar las mismas con el propósito
de superar limitaciones y omisiones, para orientar mejor el proceso
descentralista.
