Políticas públicas de acceso a la justicia durante la Covid19, en el distrito de Carmen Alto – Ayacucho, 2021

La investigación desarrollada; buscó describir el desarrollo de las políticas
públicas en temas jurídicos; donde se identificó: cuáles fueron los obstáculos para
un adecuado acceso a la justicia, durante la covid19; proponiendo alternativas de
solución para reactivar programas de justicia a favor de los pobladores del distrito
de Carmen Alto.
Si bien las políticas públicas sobre acceso a la justicia, garantizan el respeto
de los derechos y la atención de las necesidades de justicia de la población, en
especial de las personas vulnerables (niños, niñas, adolescentes, discapacitados,
pobladores indígenas). Esta política pública se vio afectada en este último año,
debido a la crisis sanitaria por el covid-19, que ha sido una limitante para el acceso
a la justicia de personas en condiciones de vulnerabilidad, porque los Programas
de Acceso a la Justicia del Poder Judicial, como es el “Programa de Justicia
Itinerante”, que permitía llevar la justicia gratuita a los lugares alejados del distrito
de Carmen Alto, a cargo de los jueces, en temas de Alimentos, Filiación
Extramatrimonial y Violencia Familiar; así como orientación en temas judiciales;
dejó de funcionar debido al confinamiento; y las medidas de restricción, la
virtualidad en los procesos judiciales, el trabajo remoto, la suspensión de plazos
procesales, perjudicó el acceso a la justicia de los pobladores; al no poder
acceder a la virtualidad por carencias económicas.
