La presente investigación titulada: Políticas públicas de protección de niños en estado de abandono: Perú 1990- 2015, tuvo como objetivo evaluar el desempeño de las políticas públicas de protección de niños en estado de abandono en el Perú, desde los años 1990 al 2015, el tipo de investigación según su finalidad fue aplicada de nivel descriptivo, de enfoque cualitativo; de diseño no experimental transversal. La población objetivo estuvo formada por los niños, niñas y adolescentes (NNA), institucionalizados en los Centros de Atención Residencial – CAR del INABF.
La técnica empleada para recolectar información fue la observación, entrevista, el análisis documental y la experiencia del autor en el tema vinculado, llegándose a las conclusiones siguientes: a) se evidencia la necesidad de un modelo de intervención integral del Estado, en la medida que se articulen los servicios a nivel de los estamentos de gobierno y de los operadores de justicia, para actuar con celeridad en la investigaciones tutelares y en la determinación de la declaratoria de abandono; b) Tomando en cuenta los postulados de la Convención de los Derechos del Niño, es obligación del Estado, garantizar la intervención oportuna y con servicios eficientes que prioricen la permanencia de la niña, niño o adolescente en entornos familiares que favorezcan su desarrollo; y en caso tenga que ser separado de su entorno familiar, deberá ser por el menor tiempo posible en espacios residenciales que cuenten con condiciones necesarias (infraestructura, profesionales suficientes y especializados, así como de metodologías adecuadas) para la atención de calidad que deben garantizar el desarrollo del niño y c) Es imperativo el acompañamiento de parejas disfuncionales y de bajos recursos económicos que son por lo general los que producen más casos de infancia abandonada, ya que debido a su disfuncionalidad, precariedad económica u otro factor abandonan a los hijos echándolos a vivir a la calle.
