Esta investigación tiene como objetivo analizar la desarticulación de la política
criminal como factor del incremento de la delincuencia en el Perú, determinando
que el incremento de la delincuencia en el Perú se debe a la falta de coordinación
entre las diversas instituciones estatales. El tipo de investigación es básica,
descriptiva de tipo fenomenológico, la categoría es la Política Criminal, como sub
categorías tenemos a la Estrategias del Estado para combatir la delincuencia y a
al Fenómeno criminal. La investigación se realizó teniendo en cuenta todos los
delitos cometidos a nivel nacional en el último quinquenio con la entrevista de tres
profesionales en la materia. En la presente investigación se ha llegado a la
conclusión que las diversas instituciones del Estado aplican las políticas
criminales de forma aislada, sin previa coordinación con los demás sectores del
Estado generando una desarticulación que termina favoreciendo a la delincuencia.
El Estado aplica mayormente la política criminal represiva, dejando de lado a la
política criminal preventiva, la primera no logra reducir la delincuencia; por lo tanto
se requiere la creación del Instituto Nacional de Criminalidad que articule las
políticas criminales a nivel nacional y brinde los conocimientos teóricos necesarios
para la toma de decisiones.
